To take the chill off the water - have you considered solar heating equipment for it? We have great solar heating systems here for much less than the cost of an electric heater - with no extra energy costs.
For example, two solar heating panels can raise the temperature of a 15' round pool to s around 30 degrees Centigrade on a sunny day. Solar heating can take the sting out of cold water, so swimming in your own pool need not be expensive!
